One of the two parties formed by the government was the National Republican Convention (NRC). As part of Nigeria’s meticulously planned transition to civil rule under General Babangida’s leadership, its presidential national convention was held in Port Harcourt, Rivers State, in March 1993.

Delegates from all over the federation came together at the Port Harcourt convention to choose the party’s presidential candidate through an indirect election.

After beating other candidates at the party’s convention, Kano-born politician and businessman Alhaji Bashir Othman Tofa was chosen as the NRC’s flagbearer.

The choice of Alhaji Tofa, a seasoned politician from the Second Republic, was a reflection of the NRC’s internal power dynamics as well as the larger political calculations of the transition era, where perceived loyalty to the transition agenda, regional balance, and elite consensus were important factors.
