By definition, public utilities presuppose services provided by the state or groups other than the state for the use of members of the public.
On the other hand, government property connotes developed real property, fixed assets, movable or immovable as well as all other ancillary and infrastructural facilities provided by the government to make life more meaningful to the citizenry.
Among the list of such services are water, street lights, public conveniences, transport facilities, parks, and other recreational facilities.
While government real and developed property include. office buildings. and business premises installed equipment. working tools and infrastructural facilities among others.
The objective of their provision is the attainment of the greatest happiness of the greater number.
Again, their importance rests in the fact that they are provided to meet the socio-economic and political needs of the people.
Indeed, government property and public utility services rendered by the government constitute the basis of wholesome and meaningful living to which all progressive nations and nation-states aspire for their citizens.
This is why on our part we must respond to the programmes and activities of the government, needs and changes of our environment and our society by becoming active citizens.
This is because an active citizenry is a necessity for progressive societies.
To be implied from this is that an active citizen is not only a responsible citizen but a person either in the government or in the private sector who holds tenaciously to the philosophy of service to his state.
Indeed, a person who sees the government “not as their government but our government and government property not as nobody’s property but our property”
Unfortunately, this has not been the attitude of many of us.
The sad story of looking at the government’s property as nobody’s property is replicated in various other sectors affecting our public life.
Therefore, if we still regard government property as nobody’s property, we should begin now to see government property as our property and as such protect it at all times.
We must change from being spoilers to builders.
After all, we have as much stake in the development of the state as any other.
All said, let us collectively and individually strive to sustain what is rightly ours, by doing what is expected of us and at the right time too.
